Residents of the community building said that the owners usually work during different hours. Sometimes they would take their dogs out for a walk late at night after get off work. More than 20 dogs would go out together and run and bark excitedly, making the neighbors unable to sleep. They once tried to I communicated with the owner, but there was no significant improvement. The long-term poor sleep quality also affected my daily life. The hair and excrement left by the dogs after they came out were sometimes not cleaned up. I couldn't bear it and reported it to the police station, public works bureau, environmental protection bureau and animal protection office.
After receiving complaints from the public, the Animal Protection Office sent personnel to ask the owner surnamed Lin to conduct an interview. He said that because he liked dogs very much, most of the dogs in the house were adopted or picked up. After taking them home, he took care of them by himself. However, the dogs were not sterilized. There were dogs that became pregnant and gave birth to puppies. Some dogs did not complete the pet registration, but they asked the animal hospital to give rabies vaccinations.

The Animal Welfare Department will impose a fine of NT$50,000 to NT$250,000 on dogs that violate Article 22 of the Animal Protection Act by not declaring exemption from sterilization and breeding in accordance with regulations. In addition, pets that do not have a microchip implanted to complete pet registration and violate Article 19 of the Animal Protection Act will be fined by NT$3,000 to NT$15,000 and required to attend a three-hour animal protection course.
The Animal Welfare Department reminds the public that before deciding to keep a pet, the public must first evaluate whether their financial situation and home environment are suitable. After raising a fur baby, they should also register their pet and receive rabies vaccinations, and be sterilized or declare exemption from sterilization in accordance with the law. If they have breeding needs, they must also declare in accordance with the regulations, so that the happiness of the fur baby can be depended on.
